AS THE VOLUNTEER CHAIRMAN OF THE BEAUFORT JASPER HOUSING TRUST, WHICH HAS, AS YOU KNOW, A VOLUNTEER BOARD OF EIGHT MEMBERS.

I WANNA THANK YOU FOR DOING THE INCREDIBLY HARD WORK OF CREATING A REGIONAL APPROACH TO ADDRESSING AFFORDABLE HOUSING AND GETTING BUY-IN FROM EIGHT DIFFERENT JURISDICTIONS, WHICH I THINK YOU ALL KNOW IS PRETTY REMARKABLE.

ALSO, THANK YOU FOR ARRANGING ADMINISTRATIVE SUPPORT WITH COMMUNITY WORKS IN GREENVILLE, AND MOST IMPORTANTLY, FOR PROVIDING US A PROVISION IN THE IGA FOR US TO FORM A 5 0 1 C3.

ALL OF OUR VOLUNTEER BOARD MEMBERS WOULD CLASSIFY THESE FIRST 10 MONTHS AS A LEARNING EXPERIENCE, A PRODUCTIVE EXPERIENCE, AND A CRITICALLY IMPORTANT EXPERIENCE.

IT'S IMPORTANT BECAUSE WE HAVE LEARNED THAT THE AFFORDABLE HOUSING CRISIS IS BIGGER THAN EVER WITH RENTS AND HOME PRICES WAY BEYOND WHAT MANY PEOPLE CAN AFFORD.

AND AS YOU ALL KNOW, EMPLOYERS CAN'T ATTRACT WORKERS OR RETAIN THEM BECAUSE THEY CAN'T AFFORD TO LIVE HERE.

IT IS BEEN PRODUCTIVE BECAUSE COMMUNITY WORKS WAS ABLE TO MANAGE AN RFP FOR US THAT ATTRACTED SEVEN APPLICANTS, WHICH WE HAVE WHITTLED DOWN TO THREE AND WE THINK WILL CREATE 150 TO 200 AFFORDABLE HOUSINGS.

UM, AND COMMUNITY WORKS ALSO IS PARTNERING WITH US ON OUR FIRST LOAN, UH, TO CARRINGTON MANOR, AND IT GIVES US A TWO TO ONE LEVERAGE ON OUR FUNDS.

LASTLY, WE HAVE LEARNED AS A VOLUNTEER BOARD THAT THIS BUSINESS IS COMPLEX WITH SCORES OF PARTNERS AND PLAYERS.

WE HAVE ALSO LEARNED THAT OUR PARTNERSHIP WITH COMMUNITY WORKS DID NOT REALLY WORK WELL FOR EITHER THEM OR US.

THE AGREEMENT THAT YOU ALL ENTERED INTO WITH COMMUNITY WORKS IS ENDING ON DECEMBER 31ST AND OUR 5 0 1 C3 JASPER HOUSING TRUST HAS ENTERED INTO AN AGREEMENT WITH DANA TOTMAN, WHO'S HERE TODAY.

I'LL INTRODUCE HIM IN A MINUTE TO PROVIDE PART-TIME.

INTERIM EXECUTIVE DIRECTOR OF SERVICES.

WE ARE REALLY EXCITED THAT DANA MOVED TO BEAUFORT FOLLOWING A NATIONALLY RECOGNIZED AND INCREDIBLY PRODUCTIVE CAREER IN AFFORDABLE HOUSING.

UM, AND WE REALLY, REALLY ARE SO EXCITED TO HAVE HIM HERE.

AND I'M GONNA LET DANA TELL YOU MORE ABOUT HIMSELF.

UH, I'M DANA TOTMAN AND I AM THE PART-TIME INTERIM EXECUTIVE DIRECTOR OF THE BEAUFORT JASPER HOUSING TRUST.

UM, I'VE COMPLETED THREE HALF WEEKS, SO, UM, HAVEN'T SOLVED THE AFFORDABLE HOUSING CHALLENGE YET, UM, BUT HAVE, UM, SPENT A WHOLE LOT OF TIME OBSERVING, ASSESSING, UH, LISTENING, UM, AND HAVE A FEW THOUGHTS, UH, ALREADY ABOUT WHAT I THINK, UH, IS NEEDED IN THIS AREA, UH, AND HOW WE MAY GO ABOUT IT.

UM, ONE OF THE THINGS THAT I'VE OBSERVED IS WITHIN THIS, UH, THESE TWO COUNTIES, UM, THE AFFORDABLE HOUSING CHALLENGE ISN'T THE SAME IN EVERY COMMUNITY.

UH, SOME COMMUNITIES ARE GROWING VERY RAPIDLY AND QUICKLY, UM, AND NEED PROBABLY MORE AFFORDABLE RENTAL HOUSING.

OTHER MORE RURAL AREAS ARE NOT GROWING AS FAST, HAVE A SUBSTANDARD HOUSING STOCK, AND PROBABLY NEED MORE HOME REPAIRS.

AND SO THERE ARE DIFFERENCES FROM ONE SIDE OF THE REGION TO THE NEXT.

AND THAT'S NOT PARTICULARLY UNUSUAL.

UM, IF YOU TRAVEL THROUGH THE WHOLE STATE OF SOUTH CAROLINA, IT WILL LOOK DIFFERENT FROM ONE TOWN TO ONE CITY TO THE NEXT.

AND SO AFFORDABLE HOUSING LOOKS DIFFERENT FROM COMMUNITY TO COMMUNITY.

UH, AND THAT'S TRUE ACROSS THE NATION.

IT'S ABSOLUTELY TRUE ACROSS THE NATION.

BUT WHAT'S CONSISTENT ACROSS THE NATION IS THERE IS AN AFFORDABLE HOUSING CRISIS, AND IT'S GETTING BIGGER.

THAT MISMATCH BETWEEN WHAT PEOPLE CAN AFFORD AND WHAT HOUSING IS COSTING IS GETTING BIGGER AND BIGGER.

AND IT'S CERTAINLY VERY EVIDENT HERE.

UM, YOU KNOW, AS I'VE, UH, KINDA LOOKED AT THIS, YOU KNOW, IT'S ALWAYS COME TO ME THAT'S LIKE, MY GOD, THERE'S SO MANY PLAYERS INVOLVED AND THE MONEY, AND IT'S SO COMPLEX AND IT'S REAL ESTATE AND IT'S ZONING AND IT'S FINANCE.

IT IS COMPLICATED.

AND WENDY ALLUDED TO THAT.

YOU KNOW, I HAVE LEARNED A LITTLE BIT ALONG THE WAY HERE.

UH, UH, I AM RETIRED.

I RETIRED A YEAR AGO FROM A CAREER THAT I LOVED AND AFFORDABLE HOUSING.

AND I WAS THE PRESIDENT, CEO OF A NONPROFIT, UH, IN MAINE WHERE WE SERVED MAINE IN NEW HAMPSHIRE.

UH, AND I WAS THERE FOR 22 YEARS.

AND, UM, WHEN I LEFT, WE HAD 3,200 AFFORDABLE RENTAL HOMES.

WE HAD A, UH, HOME OWNERSHIP CENTER WHERE WE PREPARED PEOPLE TO BUY THEIR HOMES.

WE HAD TWO ASSISTED LIVING, UH, FACILITIES.

WE CREATED AN AFFORDABLE HOUSING COALITION.

UM, AND COLLECTIVELY WE HAD, UH, ASSETS OF ABOUT $320 MILLION AND A ANNUAL BUDGET OF ABOUT 55 MILLION, AND A STAFF OF ABOUT 300 PEOPLE.

I DON'T SHARE THAT WITH YOU TO IMPRESS YOU BY ANY MEANS.

THAT'S NOT THE INTENT.

THE POINT IS THAT ORGANIZATION LIKE BEAUFORT, JASPER HOUSING TRUST STARTED SOMEWHERE AT SOME POINT.

AND WHEN I CAME THERE IN THE EARLY DAYS, IT WAS A MUCH DIFFERENT ORGANIZATION.

PRIOR TO THAT, I WAS THE DEPUTY DIRECTOR AND THE ACTING DIRECTOR OF THE MAIN STATE HOUSING AUTHORITY, UH, MAINE'S HOUSING FINANCE AGENCY.

AND PRIOR TO THAT, I RAN A COMMUNITY ACTION AGENCY HELPING PEOPLE LIVING IN POVERTY FOR 10 YEARS.

SO, ALONG THE WAY I'VE REALLY DEVELOPED THIS PASSION FOR, FOR TWO THINGS.

ONE IS AFFORDABLE HOUSING, UH, AND THE OTHER IS FOR NONPROFITS AND MAKING THEM AS HEALTHY AND PRODUCTIVE AS THEY CAN BE.

SO I'M, I'M HERE, UM, AND I'M STILL PHYSICALLY AND MENTALLY ABLE TO DO SOMETHING.

AND SO, UM, SOMEWHAT BY COINCIDENCE, BOTH COMMUNITY WORKS AND MEMBERS OF THE BEAUFORT, JASPER, UM, HOUSING TRUST BOARD ASKED, MIGHT I FILL IN AND LEND A HAND TO HELP GET THIS ORGANIZATION RUNNING? AND I THOUGHT, WELL, THAT'S A PRETTY NICE WAY TO GET TO MEET PEOPLE AND TO LEARN MORE ABOUT THIS AREA.

AND SO I SAID, YES, UM, FOR AN INTERIM PERIOD.

SO, UM, YOU KNOW, I'M TRYING TO THINK BACK OF, YOU KNOW, HOW HOW DID THE ORGANIZATION THAT I WAS INVOLVED IN, UM, BECOME STRONGER AND MORE EFFECTIVE? AND IT WAS REALLY BY ESTABLISHING RELATIONSHIPS, DEVELOPING STRATEGIES, AND CREATING THE ORGANIZATIONAL CAPACITY BY ROLLING UP OUR SLEEVES, COMMITTED AND PASSIONATE ABOUT THIS AFFORDABLE HOUSING CAUSE.

BECAUSE BOTTOM LINE IS, WE FELT THAT EVERYONE DESERVES, UH, A SAFE, DECENT, AFFORDABLE HOME TO GO TO EACH NIGHT.

SO WHAT HAVE I SEEN IN THE FIRST THREE WEEKS HERE? I'VE, THERE ARE MANY, MANY DIFFERENT PLAYERS INVOLVED IN AFFORDABLE HOUSING WITHIN THESE TWO COUNTIES.

AND HOW TO GET THEM ALL US ALL TO COORDINATE AND MAKE SURE WE'RE NOT DUPLICATING THAT INSTEAD WE'RE FILLING IN THE GAPS AND THAT WORKING AS COOPERATIVELY AS WE POSSIBLY CAN, THAT'S A CHALLENGE.

AND, AND WE NEED TO PAY ATTENTION TO IT.

SO THAT'S ONE OBSERVATION.

IT'S NOT UNIQUE TO THIS AREA.

THERE'S A LOT OF PLAYERS INVOLVED IN AFFORDABLE HOUSING, BUT GETTING THEM ALL SORT OF MOVING IN THE SAME DIRECTION IS A BIT OF A CHORE.

ANOTHER THING I'VE UH, NOTICED HERE, AND IT'S NOT UNIQUE, IS THAT THE RELATIONSHIP

BETWEEN SOME OF THE ENTITIES HERE AND THE STATE AND FEDERAL GOVERNMENT, UM, IS LESS THAN PERFECT.

THERE'S NO DENYING THE FACT THAT AT THE END OF THE DAY, THE FEDERAL GOVERNMENT AND THE STATE GOVERNMENT PROVIDE THE VAST MAJORITY OF THE RESOURCES THAT GO TO AFFORDABLE HOUSING.

THE FEDERAL GOVERNMENT AND THE STATE GOVERNMENT, MUCH OF THE FEDERAL MONIES COME THROUGH THE STATE GOVERNMENT, AND THEN THEY IN TURN FIGURE OUT WHAT THEY'RE GONNA DO WITH IT TO HELP THEIR LOCAL COMMUNITIES.

AND SO IT'S IMPERATIVE THAT WE HAVE AN EFFECTIVE RELATIONSHIP, PARTICULARLY, UM, WITH THE STATE OFFICIALS AND PARTICULARLY THE SOUTH CAROLINA, UM, HOUSING TO MAKE SURE THAT THEY KNOW THIS REGION OF THE STATE EXISTS.

AND TO BE PERFECTLY FRANK, UM, I'M NOT CONVINCED THAT WE ARE GETTING OUR FAIR SHARE OF FINANCES HERE.

UM, AND SO I THINK WE NEED, WE ALL NEED TO COLLECTIVELY WORK TOGETHER TO MAKE SURE THAT THOSE RESOURCES ARE COMING OUR WAY.

AGAIN, I'M ONLY THREE WEEKS IN, BUT AS I LOOK AT OUR ORGANIZATION, I SORT OF BREAK THE WORK THAT I NEED TO BE INVOLVED IN DOWN INTO TWO, TWO BUCKETS.

UM, ONE IS WE REALLY NEED TO, UM, UH, BUILD UP OUR ORGANIZATIONAL CAPACITY.

WE'RE GONNA NEED A BOARD.

UM, THERE ARE EIGHT INCREDIBLY HARD WORK, AND I CAN'T BEGIN TO TELL YOU THE AMOUNT OF HOURS AND EFFORTS THAT THEY'RE PUTTING IN AS VOLUNTEERS, EIGHT PEOPLE, UM, INTO THIS EFFORT.

UM, WE MIGHT NEED MORE THAN EIGHT AND WE MIGHT NEED SOME FOLKS WITH DIFFERENT SKILLS, BE IT LEGAL SKILLS OR BANKING SKILLS, OR COMMERCIAL REAL ESTATE SKILLS, WHICH ARE NOT REPRESENTED ON THE BOARD.

SO WE MAY HAVE TO STRENGTHEN OUR BOARD.

CLEARLY WE'VE GOTTA STRENGTHEN OUR STAFF.

THEN WE NEED TO START LOOKING AT JUST THE BASIC THINGS OF, YOU KNOW, DO WE HAVE OUR DATA SYSTEMS? DO WE HAVE OUR ACCOUNTING SYSTEMS? DO WE HAVE OUR SOFTWARE SYSTEMS? YOU KNOW, DO WE HAVE RUNNING WATER IN AN OFFICE? DO WE HAVE SIGNS? DO WE HAVE A WEBSITE? IT'S ALL THOSE THINGS THAT NEED TO GO TO BUILD UP AN ORGANIZATION.

AND SO THAT ENTIRE AREA OF BUILDING OUR ORGANIZATIONAL CAPACITY IS ONE HALF OF THE WORK THAT I'M FOCUSED IN HERE INITIALLY, BECAUSE WITHOUT IT, WE'RE NOT GONNA GO ANYWHERE OR BE EFFECTIVE OR TO DO WHAT YOU CREATED US TO DO.

THE SECOND, UM, PIECE THAT IS INCREDIBLY, UH, IMPORTANT AND MORE OBVIOUS IS THE PROGRAMMATIC REACH.

AND THAT IS HOW ARE WE INVESTING OUR MONEY? HOW ARE WE LEVERAGING OUR MONEY? ARE WE SPENDING OUR MONEY ON AFFORDABLE RENTAL UNITS? ARE WE SPENDING IT ON HOME OWNERSHIP? ARE WE SPENDING IT ON HOME REPAIR? UH, WHO ARE WE PARTNERING WITH? IS IT FOR-PROFITS, NON-PROFITS? ARE WE LOANING, ARE WE GRANTING? HOW ARE WE LEVERAGING OUR MONEY TO GET THE BIGGEST BANG FOR THE DOLLARS THAT YOU INVESTED IN US? UM, SO THAT ENTIRE PROGRAMMATIC REACH AND TO, UH, AGAIN, A WHOLE LOT OF LISTENING TO HEAR FROM YOU OF WHAT YOU WANT, UM, HAS TO GO ON BECAUSE WE DON'T WANT TO BE JUST SPENDING MONEY, UM, WITHOUT A SOLID STRATEGY AND INVESTING IN THE WRONG THINGS.

'CAUSE WE START MAKING MISTAKES OUT OF THE GATE AND IT'S VERY HARD TO RECOVER.

SO WE WANNA BE, UM, STRATEGIC IN HOW WE SPEND THE MONIES THAT YOU'VE INVESTED, UM, AS WELL AS THE MONEY THAT, UM, UH, SENATOR DAVIS WAS ABLE TO SECURE FOR OUR ORGANIZATION, $3 MILLION.

SO IT'S IMPORTANT THAT WE VERY STRATEGICALLY USE THAT MONEY TO HAVE THE BIGGEST BANG FOR THE BUCK.

UM, ANOTHER THING I JUST WANT TO KIND OF MENTION THAT'S, UH, IMPORTANT IS YOU'LL HEAR US TALK ABOUT NUMBERS A LOT.

OFTENTIMES IN THIS WORK, WE DON'T COUNT WHAT WE'RE DOING.

AND, AND I LEARNED SOMEWHERE ALONG THE LINE IN OF COURSE, THAT IF YOU DON'T COUNT THINGS, YOU DON'T REALLY DO THINGS.

YOU CAN'T REALLY SAY THAT YOU'VE DONE ANYTHING.

SO WE'RE GOING TO COME TO YOU AND SAY, WE CREATED X NUMBER OF AFFORDABLE RENTAL HOMES.

WE HELPED X NUMBER OF PEOPLE BUY THEIR FIRST HOME.

WE WERE ABLE TO MAKE IMPROVEMENTS TO X NUMBER OF HOMES.

WE'VE GOTTA MEASURE WHAT WE DO, AND WE'VE GOTTA SET THOSE AS TARGETS SO AT THE END OF THE YEAR, WE CAN SAY, DID WE GET IT DONE OR NOT? AND Y SO THAT'S THE TYPE OF WORK THAT WE'VE GOT TO, UM, EMBARK ON.

AND IN FACT, IN ADDITION TO SENDING, SETTING THOSE NUMERICAL TARGETS, I WOULD SHARE WITH YOU THAT THERE ARE SOME AROUND THE COUNTRY THAT ARE GOING A STEP FURTHER AND EVEN SAYING, WELL, SO WHAT, SO YOU DID CREATE, UH, X NUMBER OF AFFORDABLE RENTAL HOMES, OR Y NUMBER OF, OF HOME BUYERS.

HOW DID THAT CHANGE THEIR LIVES? DID THEIR EARNINGS GO UP BECAUSE THEY WERE ABLE TO SPEND LESS MONEY ON TRAVEL BECAUSE THEY'RE CLOSER TO THEIR JOB? DID THEIR KIDS DO BETTER IN SCHOOL AND GET BETTER GRADES? DID THEIR HEALTH GET BETTER BECAUSE THEY WERE CLOSER TO HEALTHCARE? HOW DID THE AFFORDABLE HOUSING CHANGE PEOPLE'S LIVES? I DON'T THINK WE'RE THERE BY ANY MEANS TO BE ABLE TO MEASURE THAT, BUT THAT IS AN ASPIRATION THAT IS REALLY AT THE END OF THE DAY, THAT WE'RE TRYING TO IMPROVE LIVES BY CREATING AFFORDABLE HOUSING.

SO, UM, YOU KNOW, I'D LIKE TO SAY THAT, UM, IT'S ALL GONNA COME TOGETHER SMOOTHLY AND, AND, UH, UH, AND EASILY.

BUT I AM, UM, ENJOYING MY TIME HERE.

I'M, UH, INCREDIBLY INDEBTED TO THE EIGHT WENDY AND THE THE OTHER SEVEN MEMBERS OF THIS BOARD.

YOU HAVEN'T DONE ANY DOWN HERE.

BUT THEY MIGHT SAY, WELL, THEY'VE ONLY DONE THREE IN THE WHOLE STATE.

AND SO THEN THE QUESTION BECOMES, WELL, WHAT CAN WE DO TO HELP YOU SORT OF RESTRUCTURE YOUR PROGRAMS? SO I DON'T THINK, YOU KNOW, PART OF IT I THINK IS MAYBE ACCIDENTAL FRANKLY, WITH THEIR TAX CREDIT SCORING SYSTEM OR THE WAY THEY'VE DESIGNED THEIR RURAL PROGRAM OR THE WAY THEY'VE CREATED A, A HOME REPAIR PROGRAM THAT HAS SERVED VERY FEW HOMES IN GENERAL.

UM, SO I WOULD REALLY, YOU KNOW, I WON'T, I WOULD WANT TO STUDY A LITTLE BIT MORE TO MAKE SURE YOU'RE GETTING, UH, POOR SHARE, INADEQUATE SHARE.

UH, SAME THING IN BLUFFTON WHERE WE PUT A PIECE OF PROPERTY UNDER CONTRACT ON BUCKWALTER, AND IMMEDIATELY KEVIN AND STEVEN AND THE MAYOR WE'RE ALL IN CONTACT OF HOW CAN WE DO THINGS RIGHT AND WORK TOGETHER TO ACCOMPLISH OUR GOALS, WHETHER THAT'S AFFORDABLE HOUSING AND EVEN A COMPONENT.
